Horizon Europe's Cluster 1 (Health) under Pillar II supports collaborative research and innovation to improve health outcomes, strengthen healthcare systems, and address major public health challenges across Europe. The programme funds collaborative projects, coordination and support activities, and complementary actions across a wide range of health-related topics. The 2026 topics of interest follow a single-stage application process, with a submission deadline of 16 April 2026, and support the following types of actions: Research and Innovation Actions (RIA), Innovation Actions (IA), Coordination and Support Actions (CSA), and Public Procurement of Innovative Solutions (PPI), aiming to promote transformative solutions, foster innovation, and enhance the impact of health research at European level.

Open to any legal entity established in an EU Member State or an associated country, including research organizations, universities, hospitals, and industry partners.

Research and Innovation Actions (RIA) and Innovation Actions (IA): transnational consortia required, composed of at least one legal entity established in an EU Member State and at least two additional entities from EU Member States or associated countries.

Coordination and Support Actions (CSA): participation of one or more entities established in EU Member States or associated countries.

Public Procurement of Innovative Solutions (PPI): transnational consortia required, composed of at least one legal entity established in an EU Member State and at least two entities from EU Member States or associated countries; at least two partners must be public buyers subject to public procurement rules, including one from an EU Member State and one from an EU Member State or an associated country.
