Horizon Europe is the ninth European Research and Innovation Framework programme (2021-2027). In the wake of the COVID-19 pandemic, it is one of the key instruments of the European Union's efforts to steer and accelerate Europe's recovery, preparedness and resilience. In the context of a new European Research Area for research and innovation, it aims to strengthen Europe's knowledge base through frontier research, spur breakthrough innovation and support the development and demonstration of innovative solutions, and help restore industrial leadership and open strategic autonomy.
Activity under Horizon Europe is primarily organised under three 'pillars':
Pillar I - Excellent Science
Pillar II - Global Challenges and European Industrial Competitiveness
Pillar III - Innovative Europe.
Support is provided for European research infrastructures (RI) under the Excellent Science pillar in order to empower Europe through world-class and accessible Research and Technology Infrastructures.
The RI programme will support the development of cutting-edge scientific instrumentation, software and methods. These developments, carried out in cooperation with industry, will advance the industrial technological level in Europe and lead to breakthrough technological and societal innovation.
Calls will address those global environmental, social and economic challenges - in line with the renewed European Research Area (ERA) - that require an explicit contribution of research and technology infrastructures to achieve Europe's wider policy objectives. The overarching aim is to maximise the contribution of science and technology to the needs of society and increase Europe's competitiveness.
All the activities implemented through the RI programme will underpin training for RI users and strengthen the RI scientific and technical competencies of staff. The instrument will therefore contribute to the education and employment opportunities of the next generation of researchers, technologists and high-level science managers.
