Introduction
The Health programme is the financial instrument to implement the EU Health Strategy. It has fouroverarching objectives that seek to:
- promote health, prevent diseases and foster supportive environments for healthy lifestylestaking into account the 'health in all policies' principle;
- protect Union citizens from serious cross-border health threats;
- contribute to innovative, efficient and sustainable health systems;
- facilitate access to better and safer healthcare for Union citizens.
Topics
Healthcare public procurement in the EU. Scope: the action shall provide actors in the area of public procurement in the health care sector in the Member States with an opportunity to come together and reflect on public procurement in the health sector: how it can be carried out, possible efficiency gains and potential health benefits. The action will organize meetings to provide opportunities for discussion and research on public procurement in the healthcare sector. Budget:350.000 euro for one project. Deadline: 3 June 2020.
Support for health investment. Scope: a) to identify the health-related investments planned under Cohesion Policy Funds in the programming period 2021-2027; b) to develop a methodology and atoolkit to map health needs and existing health system assets in the EU countries, which Member States can then apply to prepare health investment strategies; c) to raise awareness, developeducational material, provide training and, ultimately, improve the capacity of health stakeholders to use financial instruments, consolidate multi-source financing and prepare investment plans and"investable" project propositions; d) to organise thematic and geographic workshops and events. Budget: 1,5 million euro for one project. Deadline: 3 June 2020.
Support for the implementation of best practices in the area of mental health – Transfer ofi Fight Depression. Scope: support the roll-out of the practice ‘European Alliance Against Depression- iFightDepression’, a 4-level intervention programme aiming at improving care for patients suffering from depression and preventing suicidal behavior. Budget: 2 million euro for one or more projects. Deadline: 3 June 2020.
Support for the implementation of best practices in the area of mental health – Transfer of Housing First Portugal (Casas Primeiro Portugal). Scope: support the roll-out of the practice‘Housing First Portugal’ that provides integrated housing in the community for long-term homeless people with severe mental illness, in some cases combined with substance abuse. Budget: 1 million euro for one or more projects. Deadline: 3 June 2020.
Increased access to vaccination for newly arrived migrants in first line, transit and destination countries. Scope: a) to support Member States to reduce the transmission and outbreaks of vaccine preventable disease by increasing vaccination uptake among newly arrived migrants; b) to close vaccination coverage gaps in newly arrived migrants, taking into account a life-course approach. Budget: 1 million euro for one or more projects. Deadline: 3 June 2020.
Increased access to vaccination for disadvantaged, isolated and difficult to reach groups of population. Scope: a) support Member States to reduce the transmission and outbreaks of vaccine preventable diseases by increasing vaccination uptake among disadvantaged and socially excluded groups of population; b) to close vaccination coverage gaps in disadvantaged and socially excluded groups, taking into account a life course approach. Budget: 1 million euro for one or more projects. Deadline: 3 June 2020.
Stakeholder activities to support strengthened cooperation against vaccine preventable diseases. Scope: support the Coalition for Vaccination to contribute to the implementation of the Council Recommendation on strengthened cooperation against vaccine-preventable diseases through activities such as improving access to accurate information about vaccination, combating disinformation about vaccination, increasing confidence in vaccines, improving uptake of vaccines,training health professionals and students in vaccinology as well as in communication skills, taking the needs of disadvantaged and vulnerable groups into account. Budget: 1 million euro for one or more projects. Deadline: 3 June 2020.
Support to reforms in health workforce field - Initiatives on retention policies. Scope: provide support to Member States to design and implement their policies related to healthcare workforce retention. This should be achieved through the development of supporting tools, guidelines, scalingup of good practices, creating a platform for policy dialogue to advance on these challenging issues.The consortium must be led by public authorities. Budget: 800.000 euro for two or three projects. Deadline: 10 June 2020.

This should be achieved through the development of supporting tools, guidelines, scaling up of good practices, creating a platform for policy dialogue to advance on these challenging issues. The consortium must be led by public authorities. Budget: 800.000 euro for 2 or 3 projects. Deadline: 10June 2020.
Support to reforms in health workforce field - Initiatives on task-shifting. Scope: provide supportto Member States to design and implement their policies related to task-shifting. This should beachieved through the development of supporting tools, guidelines, scaling up of good practices,creating a platform for policy dialogue to advance on these challenging issues. The consortium mustbe led by public authorities. Budget: 800.000 euro for 2 or 3 projects. Deadline: 10 June 2020.
Eligible applicants
Legally established organisations, such as national health authorities, public and private bodies, in particular research and health organisations, universities and higher education establishments.
Partnership
A project proposal must be submitted by at least 3 legal entities from 3 different eligible countries.
Funding
The grants cover 60% of the costs of the project. This figure can rise to 80% in specific cases:
- At least 60 % of the total budget of the action must be used to fund staff;
- At least 30 % of the budget of the proposed action is allocated to Member States whosegross national income (GNI) per inhabitant is less than 90 % of the Union average;
- The proposal must demonstrate excellence in furthering public health in Europe and a veryhigh EU added value.
Project duration
The maximum duration of projects is 3 years.
