Description of the Call: The MSCA Staff Exchanges 2025 call, part of the Marie Skłodowska-Curie Actions (MSCA), supports international, inter-sectoral, and interdisciplinary mobility of research and innovation (R&I) staff. This initiative aims to foster knowledge transfer between participating organizations, which can include both academic and non-academic sectors (including SMEs) from around the world.
Key Features:
- Mobility through Secondments: Organizations involved in the partnership contribute to a joint R&I project by seconding and/or hosting eligible staff members. Projects should build on previous work but aim to generate or strengthen long-term collaborations.
- Dimensions of Mobility: The exchanges can address three dimensions: inter-sectoral, international, and interdisciplinary. Exchanges within EU Member States and Horizon Europe Associated Countries should mainly be inter-sectoral, but same-sector exchanges are possible if they are interdisciplinary.
- Skills Development: The project should offer new skills acquisition and career development perspectives for participating staff members. Organizations must ensure adequate mentoring for seconded staff.

1. Eligible Entities for Participation

Any legal entity (natural or legal person) established under national, EU, or international law can participate if it complies with the Horizon Europe Regulation and the specific conditions of the call.

Entities must register in the Participant Register and obtain a PIC (Participant Identification Code) before signing the grant agreement.

A validated PIC is not required when submitting a proposal, but it is necessary during grant preparation.
2. Consortium Composition

Consortium-Based Projects: Most funded actions require the participation of at least three independent legal entities from different Member States or associated countries.

Individual Projects: In certain cases (such as ERC, MSCA, and EIC), individual applications from a single entity or principal investigator are allowed.

Affiliated Entities: They may participate if they have a legal or capital link with a beneficiary, but they do not sign the grant agreement and are not considered beneficiaries.

Associated Partners: Participate without signing the grant agreement and without claiming costs or EU contributions.

Subcontractors: Can be part of the project's implementation but are not considered beneficiaries.

Associations and Grouped Interests: Can participate as sole beneficiaries or without legal personality, but must meet specific conditions if acting on behalf of their members.
3. Eligible Activities

Research and Innovation Actions (RIA): Projects seeking new ideas, theories, or methodologies.

Innovation Actions (IA): Development of innovative products, services, or processes for commercial purposes.

Coordination and Support Actions (CSA): Activities not involving direct research but coordination or support.

Training and Knowledge Exchange Actions (MSCA): Training, professional development, and mobility of researchers.

Disruptive Innovation Actions (EIC Pathfinder and Accelerator): Support for radical innovations and emerging technologies with high-impact potential.

Dissemination and Exploitation Actions: Include activities promoting the dissemination of project results and their commercial or non-commercial exploitation.
