The CERV-2025-DAPHNE call aims to support projects that prevent and combat gender-based violence and violence against children. It focuses on four key priorities:

  1. Large-scale and long-term actions tackling gender-based violence (with regranting):
    • Strengthening Civil Society Organisations (CSOs) through capacity-building, advocacy, and multi-agency collaboration.
    • Implementing transparent mechanisms for financial support (regranting) to third-party grassroots CSOs.
    • Enhancing victim-centred services addressing domestic violence, sexual violence, cyber violence, and harmful practices.
  2. Targeted actions for protection and support of victims of gender-based violence:
    • Establishing specialist support centres such as "one-stop shops," Barnahus, or Family Justice Centres.
    • Improving identification, reporting, and rapid response mechanisms to protect victims from severe forms of violence, including femicide.
    • Enhancing cross-border cooperation in cases involving European Protection Orders.
  3. Prevention-focused actions against gender-based violence, including cyber violence:
    • Promoting awareness on consent and prevention of sexual violence.
    • Increasing digital literacy to prevent cyber violence.
    • Engaging men and boys actively in prevention efforts.
    • Training professionals for early detection and intervention.
  4. Integrated child protection systems:
    • Developing integrated multidisciplinary child protection systems centred on children's rights.
    • Strengthening early detection, reporting, referral procedures, and professional capacity-building.
    • Ensuring meaningful child participation throughout project activities.
