Horizon Europe is the ninth European Research and Innovation Framework programme (2021-2027). In the wake of the COVID-19 pandemic, it is one of the key instruments of the European Union's efforts to steer and accelerate Europe's recovery, preparedness and resilience. In the context of a new European Research Area for research and innovation, it aims to strengthen Europe's knowledge base through frontier research, spur breakthrough innovation and support the development and demonstration of innovative solutions, and help restore industrial leadership and open strategic autonomy.
Activity under Horizon Europe is primarily organised under three 'pillars':
Pillar I - Excellent Science
Pillar II - Global Challenges and European Industrial Competitiveness
Pillar III - Innovative Europe
As part of Pillar II, the EU has identified six clusters to help accelerate and steer Europe's digital and green transitions:
Cluster 1 - Health
Cluster 2 - Culture, Creativity and Inclusive Society
Cluster 3 - Civil Security for Society
Cluster 4 - Digital, Industry and Space
Cluster 5 - Climate, Energy and Mobility
Cluster 6 - Food, Bioeconomy, Natural Resources, Agriculture and Environment
This report covers research funding support available under Cluster 2 - Culture, creativity and inclusive society
Aim
Cluster 2, 'Culture, Creativity and Inclusive Society' aims to meet EU goals and priorities on enhancing democratic governance and citizens participation, on the safeguarding and promotion of cultural heritage, and to respond to and shape multifaceted social, economic, technological and cultural transformations. Cluster 2 mobilises multidisciplinary expertise of European social sciences and humanities for understanding fundamental contemporary transformations of society, economy, politics and culture. It aims to provide evidence-based policy options for a socially just and inclusive European green and digital transition and recovery.
The EU is strongly committed to the UN Sustainable Development Goals (SDGs)[1], many of which have an important impact on culture, creativity, and inclusive society, notably: SDG 1 (No poverty), SDG 3 (Good Health and Well-being), SDG 4 (Quality Education), SDG 5 (Gender Equality), SDG 8 (Decent Work and Economic Growth), SDG 10 (Reduced Inequalities), SDG 11 (Sustainable Cities and Communities), SDG 12 (Responsible Consumption and Production), SDG 16 (Peace, Justice, and Strong Institutions), with their specific targets to achieve a better and more sustainable future for all.
Proposals are invited against the following three (3) destinations:
- Innovative Research on Democracy and Governance will provide knowledge, data, scientifically robust recommendations to reinvigorate democratic governance and improve trust in democratic institutions.
- Innovative Research on the European Cultural Heritage and the Cultural and Creative Industries will promote better access and engagement with cultural heritage and improve its protection, enhancement and restoration
- Innovative Research on Social and Economic Transformations will help tackle social, economic and political inequalities, support human capital development and contribute to a comprehensive European strategy for inclusive growth.

HORIZON-CL2-2021-Transformation-01-02: Providing support in a changing world of work and social protection.The total budget 9.00 million. Expected contribution per project (2-3 MEUR). Expected to fund 3 projects.
HORIZON-CL2-2021-Transformations 01-03: Determining key drivers of inequality trends. The total budget 10.00 million. Expected contribution per project (2-3 MEUR). Expected to fund 3 projects.
HORIZON-CL2-2022- Transformations 01-01: Public policies and indicators for well-being and sustainable development. The total budget: 9.00 million. Expected contribution per project (2-3 MEUR). Expected to fund 3 projects.
HORIZON-CL2-2022-Tranformations 01-07: Conditions for the successful development of skills matched to needs. The total budget: 9.00 million. Expected contribution per project (2-3 MEUR). Expected to fund 3 projects.
HORIZON-CL2-2022-Transformations 01-10: Socio-economic effects of ageing societies. The total budget: 9.00 million Expected contribution per project (2-3 MEUR). Expected to fund 3 projects.

Eligibilty
Any legal entity may participate in an action provided that the conditions laid down in the Rules of Participation have been met as well as any conditions laid down in the relevant work programme or work plan.
Applicants must be established in:
- A Member State of the European Union, including their outermost regions
- Overseas Countries and Territories (OCTs) linked to the Member States
- Non-EU countries associated to Horizon Europe
