Introduction

A call for proposals for projects has been published in the framework of the Third HealthProgramme. Two topics are covered:

a) Rare disease registries for the European Referenc eNetworks

and

b) Stakeholder actions to implement the EU guidelines on prudent use ofantimicrobials in human health.

Topics

Topic 1: Rare disease registries for the European Reference Networks (ERNs).

Scope: to supportthe development of rare disease (RD) registries for the approved ERNs not yet receiving grants forregistries. This grant will enable building, upgrading, linking and making interoperable registriescovering the diseases and conditions of each ERN, thus linking and making visible patients cohortsat European level in order to follow up the natural course of diseases with sufficient patients’ data,also by registering all individual RD registries of the ERNs on the EU RD Platform. It will alsodevelop a comprehensive approach for rare disease registries covering the respective ERNsfollowing the standards and tools provided by the EU RD Platform. Patient registries will alsocontribute to the ERNs evaluation process foreseen in the ERN implementing decision and to thecontinuous monitoring and quality improvement system of the networks. Budget: 3,8 million euro.

Topic 2: Stakeholder actions to implement the EU guidelines on prudent use of antimicrobials inhuman health.

Scope: involve European level stakeholders to promote, disseminate and directlyapply the EU guidelines on the prudent use of antimicrobials in human health among the targetgroups identified in the guidelines, i.e., prescribers (e.g. doctors and hospital clinicians),pharmacists, nurses, infectious disease specialists and those responsible for the management ofhealth systems. This proposal is for incentive measures to combat serious cross border threats tohealth as set out in Treaty of the EU Article 168 and enabled via the EU Health ProgrammeRegulation. Budget: 2 million euro. The amount is intended to support either 1 large project with20-30 partners or 2 or more smaller projects with 5-19 partners.

Eligible applicants

The grants can be awarded to legally established organisations, such as national health authorities,public and private bodies, in particular research and health organisations, universities and highereducation establishments.

In addition to that, for topic 1 only approved ERNs not having received grants for registries underthe related call 2016 are eligible for co-funding.

For topic 2, projects should include at least oneEuropean umbrella organisation covering a significant part of the health workforce.

Partnership

A project proposal must be submitted by at least 3 legal entities from 3 different eligible countries.However, for topic 1 applications submitted by single applicants are allowed.

Funding

The grants cover 60% of the costs of the project. This figure can rise to 80% in specific cases:- At least 60 % of the total budget of the action must be used to fund staff;- At least 30 % of the budget of the proposed action is allocated to Member States whosegross national income (GNI) per inhabitant is less than 90 % of the Union average;- The proposal must demonstrate excellence in furthering public health in Europe and a veryhigh EU added value.

Project duration

The maximum duration of projects is 3 years.
