Introduction

This call for proposals is based on the 2015 annual work programmes of the Rights, Equality and Citizenship Programme (REC). This programme contributes to the further development of an area where equality and the rights of persons, as enshrined in the Treaty, the Charter and international human rights conventions, are promoted and protected. Among other goals, it aims to co-fund transnational projects to prevent, inform about and combat violence against women, young people and children linked to harmful practices.

The call aims to co-fund transnational projects to combat sexual harassment and sexual violence against women and girls, in line with the specific objective to prevent and combat all forms of violence against children, young people and women, as well as violence against other groups at risk, in particular groups at risk of violence in close relationships, and to protect victims of such violence.

Priority

The priority of this call is to prevent and combat sexual harassment and/or sexual violence against women and girls, in particular in one or more of the following contexts: the workplace, in schools and universities and through new technologies and social media. Projects on sexual harassment or sexual violence in the workplace may focus on specific work sectors. Projects targeted in particular at vulnerable groups and/or at engaging men in combating sexual harassment and sexual violence are welcome.

Eligible activities

The following activities can be funded:

- training and cooperation of relevant professionals (health services, police, the judiciary, social workers, teachers, employers, trade union representatives, university staff etc.) to better prevent and respond to these forms of violence, including through the establishment of formal or informal procedures and support programmes to respond to cases;

- development and practical implementation of modules and/or materials to train and educate children (boys and girls), young people, men and/or women to prevent sexual harassment and/or sexual violence in these contexts by bringing about attitudinal and behavioural changes with regard to gender roles, stereotyping and sexualisation, and to educate about the unacceptability of such violence and raise awareness of victims' rights.

Eligible applicants

Applicants and partners must be legally constituted non-profit public or private organisations, or international organisations.

Partnership criteria

The projects must be transnational and involve organisations from at least three participating countries. They should be elaborated in partnership with and/or be led by key players, such as employers, trade union representatives, education professionals, university staff, students' unions or clubs. The involvement of national education and/or employment ministries would be particularly welcome. Applicants must document that they have the prior commitment of participating key players.

Project duration

The total duration of a project must be between 18 and 30 months.

Funding

The grant cannot be lower than 75.000 euro and cannot cover more than 80% of overall eligible project costs.
